Position Background:
To provide the leadership, supervision and training for all construction personnel in their assigned
Region.

Essential Duties & Responsibilities:

Concept/Schematic Phase:

  • Provide technical/construction management support to the Development Group.
  • Provide technical expertise in materials, products, techniques and procedures.
  • Research and report on new materials and methods.
  • Work with the Estimating dept. to develop credible budgets.
  • Create a preliminary construction schedule and plan of operations.
  • Identify subcontractors in the market area.
  • Make contact and develop relationships with local building officials and labor unions.

Construction Documents:

  • Take charge of, coordinate and manage the work of the design team once the design proceeds beyond the schematic drawing phase.
  • Conduct weekly meetings with Development, Residential Services, Estimating, and the Vice President of Construction Operations, when applicable, to identify and/or present pertinent issues requiring action or decision.
  • Follow through with action and force decisions to be made.
  • Feed market prices to estimating as product and technique decisions are made.
  • Create a list of requirements necessary for the acquisition of all permits and approvals.
  • Update the preliminary construction schedule and operations plan.
  • Arrange for adequate staffing.

Pre-construction Phase:

  • Review completed plans and specifications and resolve any and all errors and omissions.
  • Continue weekly meetings with Development, Residential Services and Estimating, involve new construction staff.
  • Create and follow a buy-out schedule.
  • Prepare and disseminate bid packages to all qualified bidders.
  • Perform in depth analysis of all bids and ensure their quality, completeness and comparative value.
  • Prepare spreadsheets for review by estimating and the Vice President of Construction.
  • Work with estimating to develop the final bid based construction budget no later than six weeks after completion of the plans and specifications (Class Ill Estimate).
  • Acquire all building permits and approvals.
  • Finalize the construction schedule and plan of operations.
  • Train staff formally and through involvement in the process.

Construction Phase:

  • Enter contracts with sub-contractors and suppliers according to Company policy and procedures.
  • Complete 75% of buy-out within 60 days of approval of the Class Ill estimate (Pre- Construction Budget) and 90% within 90 days.
  • Manage the shop drawing and submittal process.
  • Ensure site organization and operations are as planned.
  • Do whatever is necessary to ensure the uninterrupted flow of work.
  • Manage the budget, prepare cost reports and administer contracts.
  • Conduct scheduled  meetings with Development and Residential  Services in accordance with Company  policy
  • Ensure the integrity of Quality Standards, Schedule Reliability and Budget Control.
  • Train staff and manage the performance appraisal process.
  • Remove forces from the site.

Post Construction Phase:

  • Manage the accomplishment of all warranty work.
  • Close out all accounts according to Company policy and procedure.
  • Prepare the construction portion of the "Lessons Learned" Report and integrate it with the overall document.

Qualifications:

  • A baccalaureate  degree in business, engineering, architecture  or a related field
  • At least 15 years in the field of construction
  • Solid foundation of technical knowledge and analytical business management
  • Strong computer skills
