JOB DESCRIPTION

Firm Overview:

Our client is an established firm who provides development, leasing, and property management services to affordable and market-rate apartment buildings/owners throughout Vermont, New Hampshire, and upstate New York. They manage all types of housing communities including high-end market rate apartments, Low Income Housing Tax Credit projects, Rural Development, affordable family housing, senior housing, and more. They have grown their portfolio to 1,500 apartments, providing top-notch service and reasonably priced housing in their communities.

Job Summary:

The Director of Property Management & Compliance (the “Director”) leads the client’s property management and affordable housing compliance operation. A member of the Executive Team, the Director is responsible for the management and compliance requirement of a portfolio which consists of about 20 properties with over 1,400 residential multifamily units in Vermont, New Hampshire, and Upstate New York. The Director will directly manage two Regional Property Managers and two Compliance Officers and be responsible for oversight of nearly 30 site staff team members.

Required Responsibilities:

  • Work directly with the Regional Property Managers to oversee property performance and ensure consistent reporting
  • Work directly with property owners to ensure client service and satisfaction
  • Work directly with housing agencies and auditors to ensure compliance with all applicable affordable housing covenants, tenancy restrictions, and reporting requirements
  • Participate as an active and contributing member of the Executive Team and assist in the development and implementation of Company strategies, goals, and objectives
  • Develop, update, and oversee adherence with internal policies and procedures
  • Instill a sense of operational excellence, pride, and teamwork among all site staff by collaborating to create, and executing on, a vision and set of principles that drive all aspects of property management
  • Coordinate collaboration with other executive-level leaders, including Finance, Construction, and Operations, to ensure crisp communication and coordination across departments
  • Coordinate new property onboarding, including all operational and compliance documents, operating plans, marketing plans, tenant selection plans and agreements, the setup of all management systems, staff orientation, and leasing activities
  • Ensure robust training practices and opportunities are available, prioritized, and conducted for all property management staff
  • Participate in on-call escalation tree for after-hours emergencies
  • Act as senior representative of the headquarters office with dissatisfied residents who have expressed escalated concerns
  • Review policy and procedures applicable to rent collection, subsidy collection, maintenance operations and other processes to provide recommendations for improvement
  • Perform other job-related duties as required

Qualifications:

  • Bachelor’s Degree required and postgraduate work or professional training in relevant field preferred
  • Requires 7 - 10 years of affordable multifamily property management experience (including, at a minimum, at properties with Project Based Section 8, LIHTC, and multilayered programs)
  • Four (4) year degree and/or professional industry certification (eg. CPM, etc.)
  • Competency in reading and understanding complex laws, regulations, codes, and standards related to building management and federal, state, and local requirements
  • Demonstrated ability to lead, coordinate, and manage people and processes
  • Requires proficiency in Microsoft Office 365 and SharePoint
  • MRI software experience preferred
